Like I said in the OP, I know people do eat horse and that's fine if that's what you choose to eat. Personally I don't eat horse and have no wish to. If I buy meat that is labelled as beef then that's exactly what I expect to get. The Govt has announced that there is no health threat from this meat ...

Yep, I have a mincer and I'll certainly be doing that but what if the prime beef steak is rump of horse?

I don't know what horse meat looks like, so how do I know if it's beef or horse?
