Does anyone know if I can safely use an Ellaroo Wrap to carry my 15 month old on my back?

Yes, that's absolutely fine to use for back carrying a toddler up to 16kg. There's plenty of videos over at YouTube to find the most suitable way to tie it for you and bubs.
