bike gears

I've taken on a bicycle with an unfamiliar gear. It turns around the handlebar and I'm not sure if it's meant to be stiff or if it needs to be worked in a special way. Can any one familiar with this type of gear explain how it works?

Sorry can't really help, but I assume you're talking about derailleur gears, so a search for that might help you if nobody here can.
I always lusted after a derailleur bike when I was a lad, they were very expensive then and the common system everyone had was a Sturmey Archer 3 gear hub

Or do you mean a twistgrip?
If so, just Google "twist shifter hard to turn" and Bob's your uncle.
