Makes me angry too - there are 2 lots near me that do it, not to mention another who owns the field behind that has his enormous pile of horse manure smouldering constantly. Grrrrrr is right, I can't believe some people!!

Have you tried talking nicely to them? Explaining why it bothers you? Making friends with them? They in turn may also have objections to things you are doing - not reasonable ones of course.
Invite them over. Be kind. They are your neighbours after all.
