Gardening upwards

Roof gardens - can anyone clarify for me if there are rules?
I have a flat roofed single story bathroom extension, and as the backyard is overshadowed by the railway embankment behind, It seemed a good idea to use the flat roof to grow things as they would at least get more sunshine - and the slugs would have further to trek.
no access to it other than putting a ladder up - or enlarging the upstairs window that overlooks it. I'm thinking of putting some sort of water gathering container up there (diverted off the first floor gutter) with the plants - of the type that spreads it's weight over a larger area, and maybe walkway planks across the corners so I don't fall through the roof
All ideas welcome
