bamboo

Last year I had a small herb garden which I had to dig up to try to kill a bamboo which is invading from a neighbours garden.
I managed to successfully replant elsewhere the bay, mint(obviously), sage(in a pot) and I think the rosemary, which is still alive although looking quite poorly.
I have tried everything to kill the bamboo, including digging down and blowtorching the root as far as possible, but it just keeps coming back.
Does anyone have any suggestions, or am I stuck with it?
