Organic Dog-friendly pesticide for Plum tree

Hi people
My plum tree has been attacked by a swarm of hungarian bugs(I'm not 100% which type, could produce a photo) that are slowly working the way through the tree's nice green leaves and fruit. The crappy weather of too wet and then too hot have played a part in this! I think this year's harvest is gone and I'm interested in the tree's survival. What can I do to remove the bugs? The tree is in the middle of my garden where the dogs live, close to the kitchen and we drink well water drawn from this area so is there anything which would have maximum bug impact and minimise the environmental effects?
