Indeed it is. It (UK Rose of Sharon) roots to 2 feet deep or more, all in a tangle. It's good, low maintenance ground cover for, say, a corporately owned road frontage. But never, ever plant it unless you are completely sure you will never, ever want to do anything else with the land it decides it wants to occupy.
