I can't help thinking that if anyone ever has to ask that question the answer is almost always going to be yes.
I also can't help thinking that surely water on this planet has been bombarded with radio waves for the best part of the last century, hmm radio waves mean bigger crops and we are all getting fatter so maybe it must be true

This is a bit of an old story I believe, maybe even several years old, not sure it is quite as good as it looks, when I worked for a company who sold cleaning chemicals, we had a washing up liquid that made water wetter, apparently the bubbles break down the surface tension of the water thus making the water wetter or something (some boffin told me that), probably jumping around naked under the full moon and stirring your elements into a vortex would have a similar effect

Yes, that's a well known fact although it's actually "wettability". Any soap or detergent based product will destroy the surface tension and is/was used in our job/hobby as an additive for pesticides or foliar feed as it makes the liquid spread over the plants instead of forming droplets.
It doesn't make the water any wetter though otherwise you could have degrees of wetness, up to and including dehydrated water.
Concentrated water anyone, or maybe some diluted water ?

I like mine diluted with whisky.

I was intrigued (doesn't happen very often) and looked at the "How it works" on their web site.
They say <quote> "The Vi-Aqua Technology uses a series of special micro and mega radio waves, with frequencies up to about 27 MHz"

Well to start with "microwaves" start at 1000 MHz or some people have them starting at 3000 MHz, which is a tad higher than 27 MHz and "megawaves" is not even an electronic term, it should be "shortwave"
Whether it works or not, I haven't a clue, but if you want to try it yourself you can buy a CB radio walkie talkie (they operate on 27 MHz) and stick the antenna in your watering can for 15 seconds.
