Polar Ice caps and energy saving

Watching the latest news on the polar ice caps really set me thinking, why on earth, don't the government pass legislation that all new build homes have to have pv tile roofs or something- you could add rainwater collection for toilets too? All the adverts for 'save your 20%' and such on tv- I wonder how many grants for solar power that would fund? I know I'm preaching to the converted here but I just had to let off steam We all do our bit I know, but I do wonder how much MP's and the likes use in their chauffer driven Jags- is Westminster centrally heated? is their loft insulated? what about the windows? huh, I want to know!
