I bought a section of Jacobs a while back (trying out different types of fleece) and it was badly done and felted, so I reverted to buying raw and processing myself.
There are TexelXMule fleeces for sale on e bay at the moment but collection from Kent - 99p for two fleeces! a long way to travel which is a shame.
No mention of Charolais in the wool book, but Poll Dorset says white short spongy with crisp handle, used for dress fabrics and fine tweeds

I was about to buy my spindle and there are small or large top spindles, does this have a function other than effecting how much wool can be stored below?
Generally speaking, the smaller and lighter the spindle, the finer the thread that can be spun on it.
The last time I looked on ebay, there was a section devoted to crafts, and when you clicked on that, you got a list of every craft you could think of, including spinning and weaving. Click on spinning, and you got masses of roving and fleece on offer.

cheapest spindles available - not fancy but they work, (I'm using one right now) I do recommend getting two or more though, or make your own with Fimo clay and a section of dowel
the ones on e bay are fancier but these work just fine and are light
Top whorl spindles are used a lot in USA, and some are Very expensive, I use low whorl, they are a little simpler (but you can turn a top whorl upside down if you like)

It doesn't have much effect on how much you store, but more on how thick the single that you spin, larger (heavier) spindles spin thicker yarn.

and as for the breed you picked, that is PERFECT ......I can confirm and have been spinning 6 years :)
