I'd second this (though I reckon you need a fairly high speed, particularly with a small diameter drill bit) - a small cordless drill should be sufficient.
It may also be easier to hold the drill in a clamp, or get someone to hold it firmly, and then push the cork onto the drill bit, rather than push the drill bit into the cork. Be careful of very small bits - they can be pretty fragile.
