planning permission windgenerator

Hello all ,
We'd like to place a wind generator but ,
there's red tape , yes even in Germany where they are so green .
Firstly to complete our Don Quichote mission to be self sufficient on energy , we'd like to finalize the project by placing a small ish
wind generator , about 5 kwh '.
BUT:
1. Here in Ost Friesland there are hundred's if not thousand big one's of 30kw up to 500 kwh and even bigger.
2. In Aurich , the local town , is Enercon , one of Europes leading manufactures of wind generators.
3. The Landkreishaus , county house , had an exposition on about green power , we went there and were exited about the
exposition , maybe the like wind energy ,they do but only the big ones .???????
The civil servant , I pay his wages , said no no,no,no ,certainly not on my plot .He did not even let me finish my question.
4.Here in Germany there are a few producers of small generators , and here on the north coast we've got plenty wind.
5.None of the small suppliers have ever thought of teaming up and sorting out what is possible , and where , to what size .
If they would do this they would probably sell 100% more generators.
6.Civil servants ,the people who I ,and we pay , don't know the procedures and laws.Shame.
7.The local council shiver if we mention wind and send us to the the county house .
The county house talk bull ,people tell me then too go to the higher provincal government in Oldenburg,
after thet there's the crowd in Berlin , and if we don't agree with em then we can go to the crowd in Brussels.
Seem's like it's a massive industry for civil servant's to control the paupers who want to be self sufficient ,what if everybody
would go as green as possible ,would cause alot of unemployment amongst civils and energy firms.
Is this the reason for the red tape , is it like this in the rest of Europe ?
The one Europe that the government is on about ?
