I would leave it a few weeks as it's a how long a piece of string question I think, as it depends on variety of fruit and root stock.

We live in a wooded valley and it's amazing that trees leaf at different times, and the same varieties are delayed 3 or 4 weeks depending on there own little micro climate. This is true also of your plum.

If your twigs are still bendy and don't snap it is alive and will be fine, if it's dead, then it still will be in a month.

The leaves are only just starting to appear on the plum tree in the garden here so I doubt it is a problem with the tree yet.

About a week ago I was disappointed that there'd be no blossom on my fruit trees in time for Easter. Then it snowed, and I was very glad I'd chosen late flowering varieties! No leaves yet, either.
