Helping a seedling push off a stuck seed case?

Does anyone have any tips on how to help a seedling do this? I only had 2 tomatillo seeds and one of them has it's seed case stuck so that it looks like a little lamp post sticking out the soil. Usually they split a little and you can gently peel it back and pull the seed case off but this is just stuck fast. Someone suggested dampening it with cold tea. I'd really like to save it if I can (think it will die soon :( ) do I have any chance? Is it worth it? I don't normally worry too much when I have an abundance of seedlings.

This usually happens when the potting compost was a bit on the dry side when they germinated.
I find that spraying the seedling and surface with tepid water from a kitchen spray gun helps, give it quite a soaking and after that put the pot out of the sun for a day or two.
