this is one of the aspects of roof-mounted turbines that has worried me ever since I first looked at them! Buildings are just too "brittle" to have the loads exerted on them that these turbines can produce!
As to who pays - I dread to think! - certainly, any insurance company will have get-out clauses that'll save them coughing up, and doubtless, if you read the small-print on the teapot manufacturer's sites, find that full liability is also denied.............
I find it horrifying that grants are still available for the damned things!
I should point out that the turbine that crashed was chimney mounted, which even few teapot manufacturers recommend - but the principle does apply to wall/gable mounting - it's only a matter of time before someone gets one land on them, probably with a chunk of gable wall attached!
I work with turbines, and have the greatest respect for them - even a tiny one can exert enormous forces - if it's properly mounted on a sound free-standing tower, it should be totally safe - we would NEVER building-mount one as we anticipate precisely the problems illustrated above!
