Yes, they are ripe when they are black.

I read I needed to wait unill they 'hang' but they don't seem to to even though they are black

I'm no expert but I suppose some of them do hang down when they are ripe, but then my more ornamental black leaved one doesn't!

Why not pick a berry and squidge it, if it's nice and juicy that should be fine for using. Otherwise if you wait the birds will probably have them.
