Dexter is a very popular breed for smallholders; I know people up here who keep them. Never heard of the other mini versions... :?

You could also try Shetland cattle - they are nice and small.

Belted galloway are reasonably small as well I believe (although I have to say I am no cattle expert). These small breeds are the ones that escaped being bred larger during the agricultural revolution of the 18th century.
