Gah, there is definitely a word for it - how annoying I can't remember. It is a term used by Taylor in the Scientific Management theory. Will dig out my old MBA textbook and have a look for you later!

Found it! It was Weber, not Taylor - he described the practice of working deliberately inefficiently as 'Soldiering'.
