Industrial Waste or Compost ?

I have built a rather large compost bin on my plot and wanted to fill asap, I called into my local florist and arranged with the shop assistant to collect their left over greenary to fill my bin. I had a black bag almost full and dutifully tipped it into my compost bin. I called into the shop last Thursday and spoke to the owner he said that he was really sorry but he is not allowed to give me dead leaves and flowers anymore as it is against the law and the council will fine him for incorrect disposal of industrial waste.
He also said that another florist in a different valley had already been prosecuted and fined £70 for daring to take his own dead flowers and such lilke home to compost.

Can you believe this crap goes on - sorry but I am cross ! I have also ranted on my blog about it and the comments so far suggest contacting papers MP's etc but we all know they don't give a monkey's so whilst I try to do my little bit I am prevented by the law from doing so grrrr

It's health and safety gone mad.
To make it easier on themselves legislation becomes very much like a blanket, one rule covers all. I canunderstand in many circumstances why not taking industrial waste home is the right way to go, but in this instance and the describe prosecution one,it does seem very over the top...so does that mean I should not compost any flowers I have bought. If it is a problem with bought flowers then surely it should also cover the ones we take home!!!
imagine prosecuting....you'd think the courts had better things to do.

This sort of thing is sooo frustrating.

I guess it may also have implications for the vegi-deisel mob, who collect waste vegetable oil from food outlets and restaurants.

Too true. You're "supposed" to be a licenced waste collector and also have the right permit or licence to then "dispose" of it. I can't remember all the details off the top of my head, but the relevant regulations are interpreted to that effect.

Stonehead is right - you have to have a licence to collect and dispose of waste - most especially from commercial premises. In many cases it is madness. Pubs etc aren't allowed to take their glass to recycling bins - yet they are probably the places that have most waste glass. Similarly offices can't recycle paper in a similar manner. Schools can't recycle their paper yet they can have a bin for the kids to put their paper, cans etc in for recycling!!!! The more you produce the less you can recycle - utter stupidity!!!
