Re: WHAT IS IT?
Pigeons? you could try covering them with netting to stop them nipping the tops off all the greens

Re: WHAT IS IT?
i have a big problem with partridge and pidgeons eating the seedlings ( it could also be blackbirds etc), here are some of the things friends recomended
put some pinwheels around the veg (those little windmills you get at the beach, aparently birds hate them)
drive in some bamboos and tie string across the area between them (so its over the plants) in a grid pattern (rspb says it must be britley coloured)
string up some cds so they can turn in the wind
make a fake hawk out of a potato and some feathers for wings(you need to move this around periodically or the birds will get smart to it) -aparently doesnt work very well if your birds have high iq
put some brush over the seedlings (gorse or hazel recommended)
i would also recommend using some organic slug repellent of some sort just incase.
it could also be mice, in wich case i cant help as i am still trying to solve this problem myself
