Victoria Plum problem

Hi, i was wondering if anyone could help, I have a victoria plum tree in my allotment which we planted about 18 months ago, we had no fruit last year but this year we have lots forming, we also have funny pods things forming as well, not sure what it is, they look diseased so i have removed them, can anyone tell me what it is?
