Have you tried adding a little xanthan gum to your flour? I'm not sure how it works but it seems to improve the "skeleton" (sorry couldn't think of another way of describing it) of the flour - I suppose like gluten does. I can't tell you quantities but I'm sure a quick google will sort it.

Try making a sponge cake instead of a leavened cake, maybe? I have a book somewhere where the author describes making angel food cake out of her home-grown and hand-milled corn flour.
