We had it in our last garden, it took us 4 years of glyphosating it at least 4 times a year, twice and the beginning and twice at teh end of the growing season.
Then it went!!
Arond here (Gloucestershire) the council will deal with it if it is growing on public land, you just ring environmental health.
There was also a warning in the paper not to touch it as it can cause blisters on your hands.
